President Trump formally notified Congress that the United States has been carrying out military action against Iran since July 7, in a War Powers Resolution letter sent to the Senate on July 10. Trump said U.S. forces struck targets inside Iran including missile launch sites, air defenses, military maritime assets, military support infrastructure, and command and control capabilities, and that the strikes were "limited, measured, planned, and executed" to minimize civilian casualties. He said no U.S. ground forces were involved.
Trump said the strikes followed Iranian attacks on several neutral-flagged commercial vessels transiting the Strait of Hormuz between July 6 and 7, which he said violated a memorandum of understanding he signed with Iran on June 17 that required Tehran to use its best efforts to ensure the safe passage of commercial shipping from the Persian Gulf to the Sea of Oman. Trump said he had ordered a two-week ceasefire on April 7 that was later extended, during which his administration pursued a diplomatic solution. He said U.S. forces remain postured to take further action to ensure Iran "ceases being a threat to the United States and to our allies and partners."
