BREAKING: Al Arabiya Publishes Alleged US-Iran MOU Text

Al Arabiya English has published what it claims is the full text of the memorandum of understanding set to be signed between the United States and Iran in Burgenstock, Switzerland this Friday.

Ceasefire: Both sides declared "the immediate and permanent end of the war on all fronts, including in Lebanon," committing to no further hostile action or use of force against one another. Both countries also pledged to respect "each other's sovereignty and territorial integrity" and refrain from interfering in each other's internal affairs.

Timeline: Both sides committed to negotiating and concluding a final agreement within 60 days, extendable by mutual consent. Negotiations on remaining clauses would begin only once Iran receives guarantees that the naval blockade has been lifted, maritime traffic restored, oil export waivers issued, and frozen asset releases begun.

Maritime: Washington agreed to "remove the naval blockade" immediately upon signing and restore "maritime traffic within a maximum period of 30 days to its full scope." A full withdrawal of American forces from surrounding areas would follow within 30 days of the final agreement. Tehran committed to ensuring "the resumption of the movement of merchant ships from the Persian Gulf to the Gulf of Oman and in the opposite direction" within 30 days, subject to the time required for mine clearance and removal of other technical obstacles.

Sanctions & Oil: Immediately upon signing, the US Treasury would issue "waivers that will allow the export of Iranian crude oil, petrochemical products and their derivatives, as well as all related services, including banking, insurance, shipping." All sanctions, including "UN Security Council resolutions," IAEA Board of Governors measures, and all American unilateral sanctions "both primary and secondary," would be lifted on a timeline established within the final agreement. The United States also committed to imposing no new sanctions during the negotiating period.

Frozen Assets: Iran's frozen and restricted assets would be "released and made fully available" to Iran's central bank as negotiations progress, with the funds available "for any payment to a final beneficiary to be determined by the Central Bank of the Islamic Republic of Iran." The United States committed to issuing "all permits and licenses required for this purpose."

Economic Recovery: The US and regional partners committed to developing "a comprehensive plan agreed upon by both sides for the economic rehabilitation and development" of Iran, with guaranteed "financing of at least $300 billion," with an implementation framework to be finalized within 60 days.

Nuclear: Iran reiterated that it "will never produce nuclear weapons" and agreed to maintain "the existing situation in its nuclear program" until a final agreement is reached. The disposition of enriched materials and all other nuclear-related questions, "including Iran's nuclear needs," would be "properly settled within the framework of a final agreement." The United States committed to not increasing its forces in the region during negotiations.

Compliance: Both sides agreed to establish "an implementation mechanism to monitor the successful implementation of the final agreement and future compliance with the obligations arising from it."

UN Adoption: The final agreement would be adopted via "a binding resolution of the UN Security Council."
