Iran's semi-official Mehr news agency published a proposed 14-point memorandum of understanding it said reflected the emerging agreement between the United States and Iran, terms the United States has denied. According to the Iranian document, the agreement would establish a permanent ceasefire on all fronts, including Lebanon, lift the naval blockade and reopen the Strait of Hormuz within 30 days under Iranian arrangements, suspend sanctions on Iranian oil and petrochemical exports, and commit the United States to respect Iran's sovereignty and withdraw forces from Iran's vicinity. The Iranian document says the United States and its allies would fund a $300 billion reconstruction plan for Iran, that $24 billion in frozen Iranian funds would be released with half available before talks begin, and that a 60-day negotiating period would follow toward a final agreement endorsed by a UN Security Council resolution. It says Iran would reaffirm its commitment under the Non-Proliferation Treaty not to pursue nuclear weapons, and that the final negotiations would focus on enrichment, enriched material, and sanctions relief while excluding Iran's missile program and its support for regional proxy groups. Mehr said the draft still requires review and approval by the relevant authorities in Iran.
