One inbound flight per hour will be permitted on the first day, rising to two per hour on the second day if conditions allow, with periodic pauses of several hours between waves. All flights will be inbound only to bring stranded Israelis home, with aircraft departing empty. Arrival procedures will be streamlined, with passengers collecting baggage from the carousel only and no duty-free pickup permitted.
