Israel's State Comptroller Matanyahu Engelman issued a warning amid tensions with Iran, calling on the government to correct failures in handling evacuees and prepare for the potential evacuation of tens of thousands.
"We found a grim picture of systemic failure by emergency bodies in preparing to absorb populations in emergency scenarios," Engelman said. "There were zero authorized national operational plans and zero emergency drills."
The comptroller's report detailed failures by the government, IDF, and local authorities in handling approximately 250,000 residents evacuated during the war. The government lacked a computer system to manage evacuee information and had no clear picture of which hotels evacuees were sent to.
Engelman held Prime Minister Netanyahu responsible, noting that despite the comptroller's appeals, Netanyahu "did not resolve the dispute between the Defense Minister and Interior Minister over their authorities."
One evacuee from Kibbutz Be'eri told the comptroller's office: "If we didn't have donations and companies helping us, we would have collapsed. There is no state. The state abandoned us on October 7th, and has abandoned us even more since then."
