The video outlines operational security protocols, advising potential contacts to use new, temporary devices and avoid personal or work computers. It recommends using VPNs with servers outside Iran, Russia, and China, or preferably using the Tor network, providing a specific dark web address for secure contact.
The agency requests that individuals provide their city and country of residence, full name, current job and title, their level of access to information or skills of interest, and a secure method for the CIA to reply using email providers not based in hostile nations.
The video notes that evaluating messages takes time and the CIA may not respond to every contact in order to protect the sender's security.
