Approximately 2,780 housing units are slated for construction under a newly signed agreement between the Finance and Housing ministries and the Benjamin Regional Council. The project would cover around 500 dunams of land situated between the Palestinian towns of Hizma and al-Ram. Officials are presenting the development as a new "neighborhood" connected to the community of Adam.
The proposed site lies near Jerusalem's northeastern boundary but is physically separated from Adam by Route 437 and the security barrier. In terms of territorial continuity, the location is more closely linked to Neve Yaakov, which falls within Jerusalem's municipal limits, than to Adam itself.
Peace Now argues that the initiative effectively constitutes an expansion of Jerusalem into the West Bank, describing it as the first such move since 1967. The group maintains that labeling the project as part of Adam does not reflect its practical geographic implications. Benjamin Regional Council head Israel Ganz voiced support for the plan, saying it advances regional development goals and would enable large-scale housing construction intended to improve living conditions in the area.
