A French investigation into alleged attempts to block humanitarian aid to Gaza has led authorities to issue warrants for two Franco-Israeli activists, a legal source told AFP. The warrants were issued in July last year and order Nili Kupfer-Naouri of the Israel is Forever group and Rachel Touitou of the Tsav 9 group to appear before an investigating magistrate. The warrants do not call for their detention.
Investigators suspect the pair of trying to obstruct aid convoys at the Nitzana and Kerem Shalom border crossings, including between January and November 2024 and again in May 2025. The activists are being investigated for possible "complicity in genocide," over allegations they sought to prevent humanitarian assistance from reaching Gaza. A lawyer for the NGOs that filed the complaint said it may be the first time a country has treated the blocking of aid as a potential genocide related offense. The two are also suspected of "public provocation for genocide," and another source said warrants could be issued for around 10 additional people.
Both women deny wrongdoing. Kupfer-Naouri called the probe "antisemitic madness," while her lawyer Olivier Pardo described her actions as "pacifist" and aimed at condemning what he said was Hamas's hijacking of aid. Touitou wrote online that if peaceful demonstrations against Hamas's alleged seizure and resale of aid are treated as a crime, "France is Iran." The complaint was filed by the Palestinian Center for Human Rights and the groups Al-Haq and Al-Mezan, with Israel designating Al-Haq as a terror group. Israel rejects genocide accusations, saying it takes steps to avoid harming civilians while Hamas operates from civilian areas.
