Doctors Without Borders (MSF) is expected to end its work in the Gaza Strip by the end of February, after Israel's Diaspora Affairs Ministry said Israel will proceed with blocking the organization from continuing operations in the enclave.
The ministry says the move comes after MSF refused to comply with updated NGO procedures introduced under a March 1, 2025 government decision. Under those standards, humanitarian groups must provide extensive documentation and identify both foreign and local employees, including passport details and personal identification numbers. Israel argues the rules are designed to allow aid work while preventing "the misuse of humanitarian cover for hostile activities and terrorism," though some NGOs have criticized the requirements and Israel has faced international backlash.
According to the ministry, MSF had originally indicated it would submit the required staff lists, but ultimately declined, including refusing to provide a list of local employees. Diaspora Affairs Minister Amichai Chikli accuses MSF of reversing its earlier commitment and claims it is withholding the information because it employs people connected to terrorist organizations. He also alleges MSF coordinates with the Hamas-run Health Ministry, while Israel says it is assessing alternative medical arrangements to maintain humanitarian assistance after MSF's departure.
