According to Azerbaijani authorities, three individuals have been arrested on suspicion of planning an attack on a foreign embassy in Baku, allegedly under instructions from Islamic State Khorasan (ISIS-K), the Afghan branch of Islamic State.
In a statement, Azerbaijan's State Security Service said the three men, whom it named, conspired with ISIS-K operatives, obtained weapons, and prepared to carry out the attack before being apprehended by security forces. Authorities did not publicly identify which embassy was targeted. However, according to media reports, the intended target was Israel's embassy in Baku.
Azerbaijani authorities said the suspects were arrested on charges of "preparation for terrorism," which they said was motivated by religious hostility, adding that the investigation is ongoing.
ISIS-K claimed responsibility for the 2024 Crocus City Hall attack in Moscow, which killed at least 145 people. In a separate case, an Azerbaijani court last October sentenced a man affiliated with ISIS-K to 13 years in prison after finding him guilty of plotting a Molotov cocktail attack on a synagogue in Baku in December 2024.
