Sources familiar with the contacts said the communications were deliberately structured to avoid direct exposure, with Qatar serving as the primary channel for engagement. Reports indicate that Qatari mediators delivered at least two formal proposals to U.S. officials during 2025, one in the spring and another in the fall, both of which were rejected over concerns about the lack of credible institutional reform and democratic guarantees.
